Sweden Emilia Romagna Network


Sweden Emilia Romagna Network (SERN) is a non profit organisation which gathers 54 members among Italian municipalities and provinces of the Emilia Romagna region and counties, regions and municipalities in Sweden. The network was founded in February 2005 with the main objective of developing in a structural manner the relations between the local authorities in Sweden and in Italy, particularly in Emilia-Romagna.

The main objective is to foster relations and exchanges of good practices among the members and therefore to create a model of cooperation stretching over several policy areas and involving different level of government. At the same time SERN strives to involve a plurality of other actors as well, such as educational institutions, NGOs and economic actors. SERN focuses its activities on five main areas: environment, welfare policies, entrepreneurship, tourism and education.

 

Association of Local Authorities Norrbotten

The association of municipalities of Norrbotten is an organisation founded in 1968 and it promotes the interests of the 14 municipalities of the County of Norrbotten in Northern Sweden, its mission is to look out for the municipalities’ interests, promote local and transnational cooperation and support the municipality autonomy. Prioritized areas are:


• Growth and development questions
• Questions about the region
• Internationalization/Europeanisation of the municipalities
• Questions about education
• Questions about social service
• Environment and community planning questions

 

The Association of Finnish Local and Regional Authorities


The goal of the Association is to promote the opportunities for local authorities in order to support their work for the benefit of the residents. Our membership consists of all cities and municipalities in Finland. There are 348 of them from the beginning of 2009. The Association provides lobbying services, research and development services and other expert services for local authorities.

In Finland, local authorities have a broad responsibility for the provision of basic services to citizens. Local authorities have strong self-government based on local democracy and decision making, and the right to levy taxes. The annual budgets of all local and joint authorities put together exceed is around 36.5 billion euros (2008). As many as 424,000 employees provide services for local residents. The international department of the Association involves a Director, five experts and one secretary. The Association is active member of several international organisations: CEMR, UCLG. The Association has international experts of different fields: Africa, Russia, Nordic and Baltic countries.

 



Province of Coruna

The Diputación Provincial de A Coruña is a local administration which give technical, economic and legal assistance services to the 94 towns, especially those with minor economic and management capabilities. D. P. Coruña is a Provincial Public Body. The structure of the D. P. Coruña is formed by a president, a vice-president, a plenary (formed by 31 representatives), an executive commission, permanent informative commissions (9 according to various subjects among those equal opportunities) and representatives on various entities. The D. P. Coruña have representatives on numerous organisations as associations, foundations, financial entities, research institutes, etc.

Many organisations belong to the D. P. Coruña, such as 4 educational centres, 2 orphanages and a cultural centre. The D. P. Coruña is formed by the 94 town councils and the number of the staff employed by the organisation is 852 persons. They work in different areas such as: Equality Area and Social Affairs, Control and Planification, Institutional Relations, Human Resources, Intervention and Accounts.
